2016 Copyright Symposium

The OLA Copyright User’s Group regularly host a symposium focusing on issues related to copyright for various types of libraries. As librarians and library technicians with responsibility for administering copyright policy and/or educating our campuses on the use of protected materials it’s incumbent upon us to develop the professional skills and judgment to discern both the needs of our campus community and the extent of what the law will allow. The symposium aims to assist librarians in developing copyright policy grounded in existing law and tailored to the unique needs and culture of their institution.

The Last Word, Make it Ours: Strategies for Preparing for the Copyright Act Review*


8:30 – 9:15am		Registration & Coffee
9:15 – 10:30am		Lessons Learned from Earlier Legislated Review
		Speakers: Joan Dalton (Associate University Librarian, University of Windsor), Paul Whitney (Consultant and former City Librarian, Vancouver Public Library), and Jason Bird (Manager, Library Services at Sault College)
		Moderator: Dr. Margaret Ann Wilkinson (Professor and Director of the Faculty of Law IPIT Area, Western University)
		Presenters will describe experiences of previous Copyright Act reviews, including success stories from librarians’ efforts as well as historical context that impacted the processes. Other advocacy efforts relevant for the current review including copyright related advocacy at the international level and strategic issues for facilitating cross-sectorial collaborations will close the session.

10:45 – 11:45am		Libraries as Copyright Educators and Advocates
		Speakers: Mark Swartz (Copyright Specialist, Queen’s University) and Sam Cheng (Copyright Coordinator, Sheridan)
		The role of libraries in providing copyright education and advocacy will be discussed. We will also summarize the legislative issues identified from the “Hack the Act” exercise at the ABC Copyright 2016 Conference and ask participants to take part in a follow up to this exercise.
11:45 – 12:30pm		External Conditions Pertinent to Shaping Advocacy
		Speakers: Jason Bird (Manager, Library Services at Sault College), Dr. Margaret Ann Wilkinson (Professor and Director of the Faculty of Law IPIT Area, Western University), and Michael Ciccone (Executive Director, Centre for Equitable Library Access)
		Challenges and opportunities that are impacting libraries in their advocacy efforts will be reviewed, including current copyright roles of Canadian federal government departments, institutional practices of fair dealing affecting Canadian libraries in various sectors, and the realities associated with the fact that licenses override copyright exceptions.

1:30 – 2:30pm		Copyright Board: Possible Advocacy Opportunities
		Speaker: Dr. Margaret Ann Wilkinson (Professor and Director of the Faculty of Law IPIT Area, Western University)
		Part VII of the Copyright Act governs the Copyright Board and the copyright collectives. Libraries have a mandate to serve the public interest, as does the Board. With recent experience of working with collectives such as Access Copyright and Copibec, we will explore possible issues we can advocate on to reform this part of the Act.
